Sir,

The Lords Commissioners of His Majesty's Treasury have communicated with the War Office in regard to the proposal, made in Mr. Antrobus's letter (11861) of the 22nd May last, that certain additional revenue to be raised by the Hong Kong Government for the purpose of constructing a breakwater to form a typhoon refuge for small craft should be excluded from the revenues of the Colony so far as their assessment to the military contribution is concerned.

I am now to enclose, for the information of the Earl of Crewe, copy of a letter dated the 18th ultimo, in which are set out the views of the Army Council, in which My Lords concur, and to say that in the special circumstances of the case Their Lordships are prepared to assent to the proposal in question on the understanding that the intentions of the Colonial Government are correctly described in paragraph 2 of the War Office letter.
